Staff described the Project Plan as a tax‑increment financing (TIF) tool designed to support public investments to implement priorities in the Crutchfield Small Area Plan. The plan area is generally east of US‑75/Inner Dispersal Loop and north of I‑244. Staff said planned public investments include public infrastructure and development financing assistance; the plan also authorizes a revenue‑sharing formula to support Tulsa Public Schools (Independent School District No. I‑1).
No members of the public spoke during the item. Commissioner Turner‑Addison moved to adopt the conformance resolution and Shivel seconded; the motion passed 8‑0.
Action: Commission recommendation will be forwarded to City Council for consideration of the Project Plan and any TIF-related actions.
