Neighbor raises flooding, sediment concerns as commission approves The Meadows III preliminary plat

A resident whose property borders The Meadows III preliminary plat told the Tulsa Metropolitan Area Planning Commission that construction from an earlier phase left a dam breached and his pond inundated and silted. Matt Slavin said his family has owned the land for about 25 years and that his pond "has been flooded for sixteen months now," leaving it muddy, killing the fish and making the back property inaccessible.
Commissioners and staff described the procedural limits of the Planning Commission's role and directed Mr. Slavin to County Engineering and DEQ for technical and compliance questions. Staff reiterated that Tulsa County Engineering evaluates runoff and detention as part of the plat and IDP review process. Alan Betchan of AAB Engineering told the Commission that sediment and a contractor-related breach likely caused the current condition and explained the engineering standard: "they cannot discharge water at a higher rate than what it was predevelopment," meaning designs control peak runoff rates more than pond volume.
Mr. Betchan said Phase II construction recently completed infrastructure and that Phase III will include an additional detention facility intended to further reduce peak runoff rates. Commissioners urged coordination among the property owner, developer, engineers and County staff; Mr. Hood said the owner and developer should meet to find a solution and staff encouraged Mr. Slavin to contact County Engineering and the DEQ for follow-up.
Despite the resident's concerns, the Commission approved the preliminary subdivision plat for The Meadows III subject to TAC conditions and standard final-plat requirements (Motion by Rosene Robinson; second Fugate).
