Senator Todd Lakey presented three requests (RS) focused on statutory clean‑up and clarity. He said the work continues the Red Tape Reduction Act and that the first RS, RS32894, repeals Idaho Code 195.809 related to a capital crimes defense fund that is no longer applicable since the state assumed responsibility for public defense. "This repeals Idaho Code 195.809 which deals with the capital crimes defense fund," Lakey said.
Lakey also introduced RS32896 to remove an outdated Mountain Standard Time provision tied to juvenile corrections and RS33120 at the Attorney General's request to clarify Idaho Code 67‑1401(11) to remove any doubt about the AG’s civil enforcement authority, explicitly authorizing declaratory actions and injunctive relief. Senator Ricks asked for examples; Lakey cited requirements to publish administrative rules and mental‑health record statutes as illustrative. The committee voted to send each RS to print.
