Planning commission approves broad zoning-code clean-up; one commissioner objects to process changes

Planning staff presented a package of clean‑up amendments to the City of Tulsa Zoning Code (ZCA‑37) covering residential, mixed‑use, commercial, overlay and administrative chapters and numerous tables and definitions. Staff said these are implementation clarifications that address inconsistencies and unintended consequences identified since the code’s effective date.
Commissioners discussed the scope of the clean‑up work. Commissioner Craddock said he did not support the proposed change that would allow City Council to create optional development plans, and he asked that such matters return to the Planning Commission for discussion. The motion to approve ZCA‑37 passed 7‑1 (Nay: Craddock). Staff said ZCA‑37 will be scheduled for a TMAPC public hearing and then transmitted to City Council for consideration.
The amendments are described in the staff report as non‑substantive clarifications across chapters including use regulations, lot and building regulations, accessory uses, parking and signs, landscaping and screening, review procedures and definitions. The commission’s approval will move the cleanup package to City Council for final action.
