Hydrasource/Austin Bond asked the commission to rezone a property near East Skelly Drive and South Memorial Drive from CS to IL with an optional development plan (ODP) to permit low‑impact manufacturing and industrial uses. Staff recommended approval, noting the site’s proximity to I‑44, existing commercial buffers, and limited floodplain along Audubon Creek.
The ODP restricts higher‑impact uses, requires that industrial activities occur inside buildings, and includes site standards for screening, landscaping and lighting. Staff also said the IL district’s standards would prevent off‑site noise, dust and odor impacts. The applicant agreed with staff’s recommended conditions. The commission recommended approval of the IL zoning with the ODP 8‑0; no public speakers opposed the rezoning at the hearing.
Commissioners and staff said the IL/ODP approach is intended to facilitate reuse of existing building stock and provide employment opportunities along the Skelly Drive corridor while providing buffers from adjacent neighborhoods. The recommendation will be forwarded to City Council for final action.
