Committee approves veterans-services rules cleanup removing obsolete domiciliary provisions

Mark Shampel, chief administrator for the Idaho Division of Veterans Services, told the committee the rule docket 21-0101-2501 is a housekeeping measure to remove rules governing domiciliary care that the division no longer offers.
"This rule docket is a simple removal of rules governing our domiciliary care, which is no longer provided due to the discontinuation of that service," Shampel said, and asked for the committee’s support. Senator Foreman asked whether prohibitions on weapons at the state-owned facility could conflict with Second Amendment protections for state property; Shampel replied the facility also falls under federal rules and that the prohibition is also for resident safety.
After brief questions about scope and applicability, Senator Foreman moved to approve the docket with an early effective date of sine die; the motion was seconded and the committee approved it by voice vote, completing this portion of the committee’s rules review.
