Staff presented the initial budget for general government covering village board, municipal court, administration, communications, human resources, clerk’s office, and finance. The packet includes proposed line items for additional trustee training (four trustee attendances at League conferences) and contracted services for onboarding and development. Bill Chang said the budget also reflects new staff additions and aims to show where resources are going across departments.
Trustees discussed stipends for appointed members. Trustee Jim (S5) said planning and zoning meeting stipends ($50 currently) are low relative to time required and suggested $100 per meeting for planning and zoning commissioners, while other trustees said monetary incentives may not be the best recruitment tool. Staff will research comparables and bring back a focused recommendation, with an early look at whether the planning and zoning stipend should be adjusted.
