Speakers argued the land-use and natural-resources chapters should more explicitly discourage excessive resource extraction and note how Act 250 and regional reviews can interact with town policy. A commissioner recalled images of a deforested Vermont landscape circa 1900 as a cautionary example and urged stronger policy language to prevent similar outcomes.
Planner (S3) and other panelists said some Act 250 reviews are being deferred to towns and recommended the plan include sharper language about preventing negative impacts on natural and cultural resources so regional reviewers can see town positions during compatibility reviews.
