Council approved a revision to the city fee schedule presented at the Jan. 6 meeting that updates Civic Center rental rates, clarifies BOR (rink) rental categories, reduces the administrative towing fee during winter parking bans in exchange for an enforceable pay-to-retrieve policy, and authorizes a small pilot of skate rentals for public skating.
Staff explained the towing change is designed to improve collection rates from out-of-town tows by replacing a ticket with a required administrative retrieval fee; the manager said the fee is slightly lower than the ticket but will likely increase overall collection because the vehicle cannot be released until it is paid for. On recreation, staff said they secured a donation to start a small inventory of 10–15 pairs of skates to pilot rentals at the BOR and will procure sharpening equipment to maintain the inventory.
The motion to adopt the fee changes was moved and approved by voice vote. Councilors asked clarifying questions about meeting-room pricing structures and the manager explained the intent is often to encourage larger events by offering a per-event price break for multiple rooms.
