To accelerate delivery, the city will sign MOUs with property owners and contract project management services (naming a prospective contractor who has experience with similar programs in a neighboring municipality). The manager said staff had checked timelines with the state (deadline originally 12/31/2026) and had been advised to make tangible progress to secure extensions if needed.
Councilors asked for the city to document lessons learned and to offer site visits so neighbors and other towns can see the outcomes once elevations are complete. Staff said templates from the neighboring municipality were being used to speed the process and reduce rework.
