As part of the consent agenda, council authorized the manager to execute a construction-management contract for the Public Works garage following a competitive procurement. Mayor Maroons summarized the process and the recommended award: DEW for construction management at $356,505 after four bids were reviewed by staff, the architect and the buildings and facilities committee.
Councilors heard that staff also received two design proposals — Freeman French & Freeman at $250,695 for construction documents and Rearch’s design-build proposal of $112,680 — and that the city prefers the design-build approach as the less expensive option but is awaiting USDA confirmation that the design-build preference qualifies as grant-eligible. The manager said the recommendation to award to DEW was unanimous among reviewers.
