City issues RFQ for Prospect Heights as CDBG-DR deadline looms

Barre City staff told council they will post a developer Request for Qualifications for the Prospect Heights housing project tomorrow to meet a binding condition in the city's CDBG-DR award that requires securing a developer by March 16. The manager (S5) said the RFQ will be posted on the VermontBiz registry and proposals will be due Feb. 11 with a later proposals round to follow if qualifications are received.
Staff said the state reviewers accept the RFQ-to-RFP sequence as a path to satisfy the developer-condition. "We have written an RFQ — it is ready to go," the manager said (S5). Councilors asked whether the March developer deadline could be extended; staff said they have requested a later deadline but have not received a formal change and that the RFQ/RFP process is the accepted workaround if a developer signs on through that process.
The manager added that one binding grant condition limits the share of additional units meeting low-to-moderate income thresholds during the grant period, but staff obtained clarification that the restriction applies only during the grant period and does not bind future units built after the grant closes.
