Council members raised questions about scope: one member urged the RFQ to include evaluation of curb and gutter and possibly stormwater inlets in the existing-conditions assessment so the contractor can provide a complete picture of maintainable infrastructure. Staff agreed to include curb and gutter language and emphasized the consultant should work hands-on with city staff and committee members to reflect budget realities. The council moved and seconded to approve the RFQ as amended and approved it on voice vote.
The RFQ advancement is preparatory — it does not commit funds beyond the procurement step and is intended to guide multi-year capital planning once a contractor report identifies priorities tied to available budgets.
