The manager told council the warming shelter has been running nearly two weeks, needs volunteers and meal donations (requests directed to Tess Taylor at (802) 522-7818), and that Tess has been staffing many overnight shifts herself.
On the longer-term staffing question, the manager said he has been pursuing state support to fund a $91,000 liaison position and has been optimistic about those conversations. "If the state funds that position it would get us back down toward our 5% tax target," the manager said. Several councilors asked for more detailed reporting on the liaison’s activities before committing local funds; the manager agreed to bring Tess in to answer questions and to provide clearer documentation of hours and activities should the council be asked to fund the position locally.
Council later discussed broader homelessness and housing‑task‑force work, and staff noted Tess also contributes to parcel mapping and ADU outreach.
