City/P&Z Administrator Craig Eckles presented a 2025 year-end review to the council, covering building permit activity, the number of developable lots, and budget items. He reported the city levy is at 4% and noted the CIPP project completion as a major win for Kimberly. "The Levy was maxed out at 9% when I started here," Craig said in reviewing historical context for levy rates.
Council members praised the updated library facility and noted long-term infrastructure investments to extend sewer and water across Highway connections had been recouped over time through development. Craig and Council Member Duncan discussed past investments that exceeded $1 million for utility extensions across the highway to serve new connections.
