Kimberly council reaffirms enforcement of recorded subdivision plats, asks staff to study crosswalks

The Kimberly City Council on Feb. 10 voted unanimously to reaffirm the city’s legal method for approving subdivision plats and to enforce recorded conditions, including bus pull-outs that the Kimberly School District required during development approvals.
City Administrator Craig Eckles and City Engineer Brian Reed reviewed the history: traffic studies (required for developments over 60 lots) establish levels of service and, after stakeholder review, the school district specified pull-out locations. Craig said the pull-outs are designed by developers and engineers, recorded on the final plat and then are the city’s responsibility to maintain and enforce. “Once all stakeholders are in agreement and everything meets codes and state standards, [the engineer] signs off on it,” Reed said.
Council members raised safety and utilization concerns after staff reported that some pull-outs are not being used. Council Member Ahlm said his main worry was children crossing mid‑block where there are no sidewalks or crosswalks; Craig suggested the city should consider adding more crosswalks along Emerald as development continues. The council clarified that law enforcement is responsible for enforcing recorded conditions, public works for maintenance, and the school district for using the pull-outs it required.
Council President Richman moved to approve the current and legal method of approving subdivision plats, enforce recorded plats (including bus pull-outs), and to look at future crosswalks; Council Member Snarr seconded. The roll call vote was Richman—Yes, Ahlm—Yes, Holmgren—Yes, Snarr—Yes, and the motion carried.
The council did not set a timeline for implementing new crosswalks; staff said they will work with the school district, public works and police as new subdivisions come forward.
