Yadkin County authorizes submission of $500,000 PARTF grant application for Yadkin Memorial Park Phase 3 (Board split 4-1)

County Manager Michael Silverman presented a draft PARTF (Parks & Recreation Trust Fund) grant application requesting $500,000 to be matched by $500,000 in county funds if the grant is awarded; the proposed Phase 3 scope includes a playground addition, trail expansion, picnic shelters, a pollinator habitat and planning/design services. Silverman emphasized that authorizing the application does not commit the county to any match until an award is received and brought back to the Board for formal consideration.
Vice Chairman Frank Zachary moved to allow Parks and Recreation to submit the PARTF application and Commissioner Ricky Oliver seconded; the motion carried 4-1 with Commissioner Cliff Collins opposed. Silverman said the project could be phased over multiple years to ease any future fiscal commitment.
