Council hears PCI proposal for Riverside Village parking management; city to consider resolution Aug. 17

Administration introduced Jack Skelton of PCI Municipal Services, the evaluation committee's recommended vendor for Riverside Village parking management. Skelton described a turnkey plan that would deploy license-plate-recognition cameras, mobile QR/text payments, virtual permitting, real-time occupancy data and a white-labeled Park North Augusta web app. He said PCI would fund the technology (cameras, software, signage) and proposed a $12,500 monthly management fee with a 75% city / 25% vendor revenue split; under PCI's assumptions the program would generate approximately $1,200,000 in an operating year, leaving the city with a projected net of over $700,000.
Councilors raised questions about privacy and data access, integration with the city's existing master parking agreement and valet contracts, resident permit handling and enforcement policy. On privacy, Skelton said the data would be cloud-hosted by third-party vendors that maintain PCI DSS compliance and that the city would own the data and set data-retention and access policies. On enforcement, Skelton said the company aims for a compliance-first approach, computing violations at the end of the day and recommending warning periods during rollout; he reported citation collection rates ranging from about 72% to 90% across clients. JD McCauley and administration indicated a resolution to award the contract is planned for Aug. 17 with an additional study session and a public comment period prior to final action.
