The Chicopee City Council Rules Committee voted June 10 to amend Rule 11, moving the deadline for submitting orders, ordinances, resolutions, petitions and communications to 11:00 AM two business days before City Council meetings. The committee adopted the change on a roll-call vote with Councilors Laflamme, Shumsky (via Zoom), Balakier, Brooks and Roy voting in favor.
Councilor Frank Laflamme said the earlier deadline is intended to "help the office staff to preparing agenda items in a timely manner," noting the prior schedule left insufficient time to finalize materials before the City Clerk's 3:00 PM filing cutoff. Attorney Tim Reilly provided the formal drafting the committee approved, which states, "Items must be submitted no later than 11:00 AM two business days prior to the City Council meeting. Snow days or other days City Hall is not open shall not be considered a business day."
The motion to amend Rule 11 to the language proposed by Attorney Reilly was made by Councilor George Balakier and seconded by Councilor Laflamme. After closing public input (no speakers), the committee voted to approve the amendment and then voted to adopt the rule as amended.
The committee recorded the votes in the minutes; the action appears in the committee's June 10 record. The rules package, as amended, was accepted by the committee during the meeting.
