La Pine staff: ODOT holds speed‑limit authority on Huntington Road; city may request review

City staff informed the council that although Huntington Road is a local concern because of a school zone, businesses and new residential development, Deschutes County owns the roadway and Oregon Department of Transportation (ODOT) retains authority over speed-limit decisions.
City Manager Geoff Wullschlager referenced a prior speed study that included an ODOT recommendation not to reduce the speed limit and said the City "may request a speed zone review, but ODOT has the authority to make final determinations regarding speed limits." He added the Deschutes County Sheriff's Office provided information on traffic-stop activity and that law enforcement presence has increased in neighborhood patrols.
Mayor Jeannine Earls clarified to a citizen that the City cannot independently change speed limits on roads it does not own. No formal request to ODOT was recorded at this meeting.
