The La Pine City Council on April 8 authorized city administration to pursue intermediate procurement for Public Works equipment with a spending cap of $70,000, following a staff explanation of state procurement rules.
City Manager Geoff Wullschlager told the council that Oregon Revised Statutes require a reasonable effort to obtain at least three bids for purchases under $250,000 and said staff "has made such efforts in this case." He asked for preliminary authority to place a deposit on a water truck to secure the purchase, explaining the vehicle would support unpaved road maintenance and other Public Works operations.
Council President VanDamme moved to permit administration to proceed under ORS 279.070, and Councilor Morse seconded. Mayor Jeannine Earls called for a roll call vote; Councilor Morse, Council President VanDamme, Councilor Shields and Councilor Curtis all voted aye, and the motion passed unanimously.
The vote authorizes staff to continue procurement activity and to bring a formal purchase agreement before the council at a later meeting for final approval. The council did not set a specific delivery timeline; staff said further contract documents will return to the council when the full agreement is ready.
