Applicant Lance Perkins described the intended operation and hours and confirmed VDOT had reviewed the proposed access. Perkins said the operation would use the westernmost access and planned hours around business-day times: "I think the hours was supposed to be 9 to 9 to 05:00. And I was gonna do it in those hours," he said. Staff summarized conditions, including a limit of 20 vehicles on the premises, no more than four inoperable, and that the western access would be used where site distance is greatest. The commission recorded the motion and directed that the application go to the Board; a public‑hearing date for the Board was noted (Perkins, August 10, 6:00 PM).
