The Umatilla School District Board approved the 2025–26 student handbooks, including the athletics and employee handbooks, during its Aug. 14 meeting. Superintendent Heidi Sipe told the board that "there are no big changes in the student handbooks" and that the main substantive update concerns the districtwide cell-phone policy covering K–12 students.
Board members voted unanimously to adopt the handbooks. Sipe said the board will receive a fuller review of the cell-phone policy at the next meeting as part of a required timeline tied to state guidance and Executive Order 25-09. The meeting materials note the policy is required by ORS 336.840 and that the district must have policy in place by Oct. 31, 2025, with full implementation by Jan. 1, 2026.
