During the budget review Kyle explained that the town recorded roughly $1,000,000 to its water fund in October, part of which was forgiveness and part bond. He said the budget now includes higher depreciation expense to reflect new infrastructure. "So now you're looking at about 200,000 every year of depreciation," Kyle said while walking through the water fund page.
Kyle showed council how depreciation reduces reported operating net but does not represent an immediate cash outflow: "By putting this $204,000 on our budget, we're saying our infrastructure in the ground for our water is losing $204,000 of value every year." Councilors asked how the town will manage future rate adjustments; Kyle and other members noted it is common to consider incremental rate changes rather than single large increases to cover depreciation and future repairs.
