During the OPMA/GRAMA segment the presenter walked members through notice content and minute requirements, telling staff and the clerk what to include so the public can see what business is being conducted. “Your agenda has to be reasonably specific with what you’re gonna be talking about,” the presenter said, and added that notices should be posted at least 24 hours ahead on the Utah public notice website and a local physical location.
On recordkeeping the presenter said audio and video must be kept complete and unedited: “Audio and visual recordings, they have to be complete and unedited,” and must be labeled with date, time and place and uploaded to the public notice site. Council members discussed whether the town should adopt a decorum ordinance to restrict in‑room recordings and whether to continue posting notices at the post office. The trainer recommended putting rules of decorum or an official recording statement on the agenda or in an ordinance if the council wanted to limit disruptive in-person recording.
Council directed staff to review options for an electronic-meetings ordinance and consider a short decorum statement for agendas.
