Council awards $495,138.90 contract for 2026 sanitary sewer lining project

The Minnetonka City Council on July 27 approved awarding the 2026 sanitary sewer lining contract (Project No. 26908) to Hydro Clean for $495,138.90 and authorized the deputy public works director to expend funds up to the $640,000 project budget. Mr. Manchester, the city project presenter, told the council bids were opened July 16 and Hydro Clean was the low bidder of six received.
“This does propose to rehabilitate 11,500 feet of old sewer with a cured in place liner,” Mr. Manchester said, adding the city will pursue up to a 25% grant reimbursement after the project is complete. During council questioning, staff estimated the cured‑in‑place lining will provide roughly 50–75 years of service life, and instances of lined pipes lasting a century were noted as possible. The council approved the motion and the award carried on a roll-call vote.
