County reviews conceptual housing master plan; CDBG application eyed with $12,500 local match

Cassie Coburn of the Meagher County Stewardship Council presented a conceptual layout for a housing master plan and recommended moving to a Phase II Preliminary Engineering Report (PER) to advance workforce housing options.
Coburn said there are at least three interested developers and that the hospital board has formed a housing committee to vet potential proposals. "The grant has a maximum award of $50,000 and requires a 25% local match, which amounts to $12,500," Coburn told the commissioners. She said she was coordinating with hospital board members and local partners to assemble letters of commitment for the required match and that application materials must be submitted by the Oct. 14, 2025 deadline.
Chairman Ben Hurwitz and the commissioners discussed engaging Great West Engineering (attending via Zoom) to complete the PER, noting that preparatory engineering work could make developer proposals more viable by reducing uncertainty. Commissioners directed staff to continue conversations and to return with estimates and scopes for Phase II work before the Oct. 14 application deadline.
