At a May 12 public hearing, Leslie Hosterman of SEDA-COG told the Montour County Board of Commissioners that the county is expected to receive $217,446.00 for the 2026 Community Development Block Grant program and that project applications are due in late May. Hosterman outlined program requirements including fair housing, anti-displacement measures, Section 3 preference, and Section 504 outreach and described previously funded projects such as HVAC work at the Gatehouse and an Admin Center elevator rehabilitation.
Local providers and a commissioner warned that program rules are limiting participation. "The requirement for full-income disclosure has created a barrier to participation," Hosterman said. Mark Giesen of the Danville Area Community Center added the center "would see a lot more folks if there wasn’t such rigorous income eligibility." Commissioner Trevor S. Finn criticized paperwork demands from the Pennsylvania Department of Community and Economic Development, asserting that increased scrutiny has led to regional losses of HOME Program rehabilitation access for residents and urging relief for administering agencies. Applications and technical questions will be handled through SEDA-COG ahead of the late-May application deadline.
