County staff told commissioners March 24 that after evaluating RFP responses and interviewing three firms they recommended Columbia Capital Management, LLC as the county's municipal financial advisor. Staff described Columbia's fee proposal and presented an approximate example: a $15,000 base fee plus $0.90 per $1,000, which would total about $22,470 if the county bonds $8.3 million. Commissioners voted to contract Columbia Capital and authorized staff to sign the agreement.
The recorded motion states: "Don Schroeder made a motion to contract Columbia Capital Management, LLC for Municipal Financial Advisory Services for Harvey County and authorize staff to sign. Becky Reimer seconded the motion. Motion passed unanimously." County staff indicated the recommendation followed interviews and discussion with the county's bond counsel.
The contract awards Columbia Capital the role of municipal advisor; staff and commissioners did not record the full contract terms in the minutes beyond the fee example and authorization for staff signature. Staff will finalize engagement paperwork and proceed with advisory support on any bond planning or future financings.
