Brooks Road CDBG project delayed by right-of-way acquisitions, county says

County Engineer Harold Bradford repeatedly told commissioners that the CDBG-funded Brooks Road project remained unfinished because the county needed executed right-of-way agreements from several landowners. Bradford said crews had completed clearing, pipe installation where the county acquired ROW, and other preparatory work but could not proceed until outstanding deed recordings and landowner stipulations were finalized.
Attorney Fred D. Gray and Engineer Bradford confirmed the county was reviewing closing documents to acquire required right-of-way. The commission authorized bidders and approved receiving bids for other projects while Brooks Road remained under right-of-way negotiation.
