Council adopts zoning changes to density calculations after debate

Council completed the second reading and voted to adopt ZODA2025‑02, which amends article 4 (residential and commercial districts) to calculate density from net to gross acreage and to allow certain planned unit developments as permitted uses rather than conditional uses. Clerk read the ordinance summary and the item was put before the council for a motion and roll call.

A council member stated publicly that she would vote no, explaining "in that language, it still has the net to the gross and changing it, and I'm still concerned about the density," and noted that the explanatory language did not alleviate her concern about potential increases in density. The roll call recorded several votes, and despite the stated opposition, the ordinance passed after the recorded vote. The ordinance text will be available for examination in the city clerk’s office.
