Committee defers hiring decision for three part-time Animal Control positions until February

The committee on Jan. 13 voted to delay consideration of three additional part-time positions at Animal Care and Control until the Finance & Personnel Committee’s February meeting.
Committee member Kai Swanson objected to hiring without an operational assessment, arguing the frequent pattern of adding staff had not reduced shelter population and could become a longer-term fiscal burden. "This is essentially what this is going to be and then with the very next motion to add to the negative fiscal pressure on this operation," Swanson said during discussion.
Dr. Rodney Simmer and others said they favored additional information before committing to hires. Simmer noted shelter census concerns and cited current counts discussed in the briefing: "We are way over that with 300 to 400 cats, 150 dogs," and said an appropriate target might be roughly 75 cats and 50 dogs. County Administrator Jim Grafton and CBC Brunk said current full-time staffing plus coverage issues (PTO, sick leave) are factors in considering any hiring plan.
Swanson moved to defer the hiring decision to the committee’s February meeting; Dr. Simmer seconded and the motion carried by voice vote. Staff agreed to provide a population history and operational assessment for the next meeting.
