Committee approves transfers and loan forgiveness to reduce Animal Control fund deficit

The Finance & Personnel Committee approved a plan Jan. 13 to address the Animal Control fund balance by forgiving previous loans and transferring additional General Fund dollars.
Finance Director Ryan Berger outlined the proposal, saying it would forgive prior loans totaling $239,000 and include a further transfer of $509,476.31 from the General Fund “to get the Animal Control fund balance close to zero.” He cautioned that FY26 revenues may not fully cover remaining shortfalls.
Committee members expressed long-standing frustration with recurring deficits. Dr. Rodney Simmer said the move was overdue: “for the 15 years I have been on this committee it is about time we get this cleared up.” The motion carried by voice vote.
Staff said the transfers are intended to stabilize operations while the County and volunteers continue efforts to reduce shelter population and operating costs. Future budget amendments or policy changes were not adopted at the meeting.
