Board approves Ordinance 3-18 to rezone Bellevue parcel for subdivision

The Jackson County Board of Supervisors voted unanimously Aug. 19 to approve Ordinance 3-18, rezoning property at 38209 Highway 52 in Bellevue from A-1 (agriculture) to R-1 (residential) so the owner can split the parcel and sell the portion containing the house.
Becca Fluhap, presenting the application for the applicant “Mark,” described the proposal as converting the 20,000-square-foot portion containing the house to R-1 while retaining the remaining yard space. Fluhap said the rezoning is necessary “because it's 20,000 square foot instead of the minimum for A-1 is 2 acres.” Board members asked about access and whether the change would constitute spot zoning; Fluhap and staff said no additional access was required and that the parcel configuration supports R-1. With no public comments received, the board closed the public hearing and approved the ordinance.
After the approval motion passed, the board voted to suspend the rules under Roberts Rules and waive second and third readings for the ordinance, then approved the second and third/final readings in the same meeting. Chair Don Swankert announced the motions and the voice votes, each recorded as unanimous "aye," and declared each motion carried. The ordinance as presented will be implemented per county procedures.
