Commission adopts single-family stormwater ordinance for new construction

The Birmingham City Commission voted unanimously to adopt an amendment to the city code establishing single-family stormwater management standards for newly constructed single-family homes and full tear-down/rebuild projects.
Staff explained the revised ordinance applies only to new single-family construction and complete tear-downs and requires on-site management of the first inch of stormwater using a combination of natural or constructed measures to reduce localized flooding and protect water quality. The ordinance was described as a way to incrementally improve stormwater management while minimizing impacts on existing homeowners.
A commissioner moved to adopt the ordinance (amending part 2 of city code chapter 114 utilities and adding article 7), seconded and approved on a roll call with an effective date listed as January 1, 2027. Commissioners thanked the sustainability committee and staff for revisions.
