Radio Governance Board refers State Center MOUs and bylaws to county attorney

At a regular meeting in the Marshall County Sheriff’s Office meeting room, the Marshall County Radio Governance Board reviewed memoranda of understanding (MOUs) from the City of State Center and a City of State Center electrical entity proposing shared talk groups on the Marshall County SARA radio network. Board members raised a governance concern because the electrical department was identified as a for‑profit entity, prompting calls to clarify the county’s legal position before allowing access.

Evan Folk (MCCC) moved "for each entity to be allowed on the Marshall County SARA system." That motion "failed to get a second" and therefore died. Folk then moved "to share the MOU and the Marshall County Radio Governance Board Bylaws with the county attorney to review and bring that recommendation/information back to the Board of Supervisors when it is received before the RGB can make any decisions on these MOUs presented by State Center." The second motion was seconded by Rhonda Braudis (911), and the board voted "All in favor"; the motion passed. The board directed that no final governance decision on the MOUs would be made until the County Attorney and, as appropriate, the Board of Supervisors review the materials and provide a recommendation.

The discussion identified who had presented the materials to the board—Jon Thomas (State Center PD) and Mayor Craig Pfantz of State Center—and noted that representatives from RACOM (John Lauer) were present. The board did not make further changes to the MOUs at this meeting; next steps are a legal review and a potential future recommendation to the Board of Supervisors.
