Staff said the area is within Rose Hill’s extraterritorial jurisdiction and that the County Engineer and Richland Township recommended road improvements. Richland Township Trustee Paul Shearrer and neighbors described SW Prairie Creek Road (locally called the "Muddy Mile") as narrow, with shallow ditches and insufficient width, and urged upgrades. Shearrer supplied rough cost and equipment observations and asked that the developer contribute to widening and culvert installation.
Developer Kim Braungardt said utilities are not currently present but that rural water and Butler Rural Electric service are feasible; she also said she did not expect to be fully financially responsible for rebuilding the entire road. Planning Commissioner Francis moved to approve PL 26-05 with the condition that the developer install culverts and ditches; the motion carried 6-0 (Francis motion, Flaming second).
Commission discussion emphasized collaboration with the township on specifications and the need for legally enforceable provisions to ensure drainage function before building permits proceed.
