The Maui County Cultural Resources Commission voted unanimously Jan. 8 to request Office of Information Practices concurrence to conduct a limited on‑site inspection (closed to the public and without videotape recording) of Front Street, Ala Moana, Papalaua, Dickenson and Shaw streets within the Lahaina National Historic Landmark District.
Planning staff explained that widespread debris removal, ongoing cleanup, and dispersed project locations make a large, public walk‑through impractical and potentially unsafe. Deputy Corporation Counsel Michael Hopper outlined legal requirements in HRS §92‑1.3(a) that permit a board to conduct a closed on‑site inspection only after sufficient public deliberation and only when public attendance would be impracticable or the location is unsafe.
Commissioners discussed scheduling constraints and asked staff to propose early‑day weekday options; the CRC’s motion asked OIP to waive the videotape requirement and authorized staff to submit the application for concurrence. The commission emphasized that no decisions will be made on site and that minutes and a summary will be prepared for the public record.
