The CRC approved plans to reconstruct six condominium buildings at 1034 Front Street (Lahaina Residential) and associated amenities, with commissioners and staff discussing archaeology, adjacency to the Seamen’s Hospital and post‑fire resilience measures.
Consultant Sharon Wright told the commission the original property was built in the late 1970s and that staff work and an independent historical review identified the land beneath the complex as the historically significant element for earlier land court awards. The applicant described a like‑for‑like rebuilding approach that upgrades façade materials to fire‑resistant products, retains previous massing and improves landscaping with native and drought‑tolerant species.
SHPD indicated an archaeological approach that may include 100% testing for excavation and the applicant engaged archaeologists to prepare for that work. Because the properties are adjacent to the partially standing Seamen’s Hospital, staff required a vibration‑monitoring plan to be submitted before construction to avoid damage to fragile, partially preserved masonry walls. The CRC voted to approve the reconstruction as recommended by the Department, and staff recorded follow‑up tasks to coordinate AIS and monitoring plans before ground disturbance.
