CRC approves rebuild of former Pāʻia Fish Market building near Banyan Tree Park; SHPD seeks 100% excavation testing

Square Feet Management LLC's proposal to rebuild the former Pāʻia Fish Market — a small, drive‑through style building near Banyan Tree Park — was approved by the Cultural Resources Commission on Jan. 8 by a 5–1 vote.
Planning consultant Rory Frampton and architect Eric Taniguchi presented a like‑for‑like rebuild of the pre‑fire footprint. Frampton said SHPD has requested 100% archaeological excavation testing (AIS) for the project because of nearby sensitive features, and described how SHPD planned to allow applicants to obtain permits before construction only if the post‑fieldwork summary showed no finds. "It allows for the permit process to continue while testing is completed," he said, summarizing SHPD’s coordination approach used on nearby properties.
Commissioner Jen Mather said she supported the design but voted no because she wanted SHPD's written testing protocol to be clear before endorsement; other commissioners voted to approve as recommended by staff. The Department of Planning recorded the approval but noted that SHPD requirements for AIS (if confirmed) and any resulting changes could require the applicant to return to the CRC.
