Commission to seek Director of Housing briefing after review of special‑needs housing study
Summary
After initial review of the 2024 Hawai‘i Housing Planning Study special‑needs section, commissioners agreed to postpone detailed discussion, compile questions, and may request a presentation from the Director of Housing to clarify how the study addresses Maui's post‑August 2023 housing impacts and 2025 ADA standards.

Commissioners discussed the Special Needs Housing section of the 2024 Hawai‘i Housing Planning Study and decided to postpone an in‑depth review until members have had more time to examine the report. Chair Francine Aarona suggested inviting the Director of Housing to present; County Executive Rowena Dagdag‑Andaya recommended commissioners draft specific questions in advance to justify the request.
Several commissioners raised substantive concerns. Commissioner Victor Lesa asked whether the study incorporated the 2025 ADA standards and requested clarity on how those standards apply to new developments. Commissioner Crystal Thomas proposed that each commissioner prepare questions ahead of the commission’s next meeting so staff can draft a formal request or schedule a presentation for March.
