"More than two-thirds of the guests we see have insurance currently," she said, and noted partnerships with St. Elizabeth’s Business Health, the Nurse Advocacy Center for the Underserved, and University of Kentucky College of Medicine students. Webb emphasized the shelter’s "employment-first" approach, reporting that of 60 guests who exited housing in a recent period, 60% remained housed after three years without vouchers or subsidies.
Commissioners and the judge praised the shelter’s performance and data-driven approach. Commissioner Beth Sewell thanked Webb for detailed reporting; Commissioner Joe Nienaber highlighted the shelter’s role in connecting people to services and cited the county’s broader social-service network, including the SAP program and Life Learning Center partnerships.
Next steps: The court approved a related ARPA subaward amendment for Life Learning Center funding in the meeting’s business items; no separate funding motion for the shelter itself was recorded at this meeting.
