Commissioners adopt conditional-use amendment to expand adult care home at 1345 Cherokee Road

The McPherson County Commission voted June 8 to adopt Resolution 2026-18, amending a conditional-use permit to allow an adult care home at 1345 Cherokee Road to increase its licensed capacity. The board approved the resolution after a presentation from planning staff and brief discussion about sanitation and parking.

John Kinsey, the county’s planning and zoning administrator (speaker 6), told commissioners the facility was originally approved in 2006 and currently accommodates about 10 rooms configured to house up to 12 residents under current county standards. Kinsey said the new owner seeks higher capacity and that expansion will require state licensing and upgrades to the on-site sanitation system: "They would have to create another lagoon, so it's gonna be a 2-cell lagoon," Kinsey said, adding that available space outside the floodplain appears sufficient. Kinsey noted state licensing would still be required if capacity increases.

Commissioner (speaker 2) moved to approve the resolution, Commissioner (speaker 3) seconded, and the board adopted Resolution 2026-18 by roll call. The resolution amends the conditional use permit in the A1 Agricultural Zoning District for the specified McPherson County property and allows the applicant to pursue the capacity changes contingent on meeting county and state standards.

County staff clarified that any increase in resident capacity is contingent on completing the sanitation upgrades and receiving the appropriate state license. Commissioners did not record further conditions beyond that engineering and state licensing requirements must be satisfied. The board indicated the matter will return for inspection or final permitting as needed once the owner pursues the sanitation work and state approval.
