Coffeyville administrator asks drainage board to consider up to $1.5 million local match for Corps pilot study

Ben Brubaker, administrator for the City of Coffeyville, told the Verdigris River Drainage District No. 1 acting board that the U.S. Army Corps of Engineers is treating the Verdigris site as a pilot project and will visit Coffeyville on June 23 for introductions and a levee tour.
Brubaker said the Corps has asked for a local commitment of up to 50% on a study that could have a maximum cost of $3,000,000 — meaning a potential local match of about $1,500,000. "They are asking us right now for a commitment to pay 50% of the study, the maximum of $3,000,000 ... so 1.5," Brubaker said. He proposed pooling resources across the city, county, drainage district and major regional employers and noted the city previously committed about $800,000 toward related work.
Several board members, including Commissioner Phil Klubine, said they are not yet willing to commit large county taxpayer funds without additional information. Commissioner Klubine said he wants more detail on likely long‑term costs before supporting a substantial county levy to cover such a match. The board agreed to hold a public forum on July 30 to gather input before making fiscal commitments.
