The consultant team (Kirkham Michael with GBA) will advance designs to the field‑check condition and supply cost estimates; staff said completing those materials will strengthen the application’s readiness score. The contract amount is $968,042. Commissioners approved the contract by a 5‑0 vote. The final Notice of Funding Opportunity had not yet been released at the time of the meeting.
