Staff said they will form a coalition with interested neighboring cities to recommend demonstration elements and how to split the demonstration funds. Commissioners asked how funds would be dispersed; staff said the consultant will receive most of the funds and the remaining money will flow as described in the demonstration plan once the contract is finalized.
