Commissioners approve multi-year GIS services contract after staff says it will save county money

The board approved a multi-year GIS and geospatial services contract negotiated to roughly $61,000–$64,000 per year through Dec. 2029, which staff said will replace certain subscriptions and save the county money versus hiring an equivalent position.
County Appraiser Melody Kickert told the board the county received three responses to its RFP for GIS services and that staff negotiated the recommended contract to roughly $61,000–$64,000 per year, with 5% annual increases and a contract term through Dec. 2029. "Originally, they have come into it with a price of roughly around $80,000. Looking at this new contract and being able to negotiate the contract... we were able to get it down to roughly about 61 to 64,000 a year," Kickert said.
Kickert said the contractor would provide nightly updates, 96 flex hours for special projects, valuation and assessment tools for spatial analysis, 9-1-1 addressing support and USDA soils data integration. Staff presented estimated savings by comparing contractor costs to hiring a comparable in-house position and by eliminating some subscriptions (Amentum and multiple Esri licenses). A motion to accept the contract recommendation was made and seconded; the board voted unanimously to approve the contract and the chairman signed the agreement.
