Board to review March 18 meeting video amid complaint alleging contractual interference

The board considered a formal complaint from Jay Blackburn that sought an independent investigation, a public correction and apology, review of employee or contractor due‑process rights, and possible sanctions or training. Kara Parker, the board’s OSBA legal counsel, told the board the complaint asserts legal claims—some of which (for example, contractual interference) would be properly brought in civil court rather than resolved by the board.

Parker recommended that board members individually view the March 18 meeting video (calling attention to roughly minute 51–55) to assess whether board policy was violated; she emphasized that board members may view video on their own but should avoid discussing the matter among themselves outside a public meeting. The board agreed to each watch the recording and to discuss the complaint at the July meeting before deciding whether to take corrective or investigative action.
