Council member Tom Cook proposed amendments during the HOU meeting to add specific parcels that he said met the committee’s criteria or otherwise warranted county‑initiated review. Cook described parcel counts and historic uses — calling out Kahana Village, Maui Sands 1 and 2, and other properties — and provided research including an owner/developer letter and older brochures to support his characterization of some properties as operating like hotels.
Members questioned whether initial TIG lists had missed properties and whether some parcels were hybrid uses; Cook removed one parcel from his proposal during discussion (Kahale Makai) after noting mixed uses. After back‑and‑forth with planning and finance staff about which parcels are leasehold or timeshare, the committee adopted Cook’s additions to the packages where they fit committee intent. The added parcels will be part of the materials transmitted to the planning commission for case‑by‑case review.
