A city representative told the committee that design work to lengthen the eastbound and westbound off‑ramps is already included in the upcoming fiscal year budget and that construction funding is expected in a following fiscal year. "We have budgeted to do the design work... and then we are committed to funding in the following fiscal year the actual that actual improvement," the city representative said.
Consultants said the state currently has no dedicated funds available to upgrade the interchange and that a partnership approach will be necessary. Hugart described potential tools including development impact fees, traffic impact fees and conditions of approval to spread costs over time and avoid placing the city in a development moratorium while improvements are identified and implemented.
